- This Request for Proposal (RFP) is an invitation by the Government of Saskatchewan (GOS), Ministry of SaskBuilds and Procurement (SBP) acting as an agent on behalf of the Tire Stewardship of Saskatchewan Inc. (TSS) to prospective Proponents to provide Submissions for the provision of scrap tire collection and transportation services, as further described in the RFP Particulars (Appendix A). The Zone collection model (Appendix E) operated by TSS provides the following benefits: Better service to registered retailers; Improved collector accountability; Increased transportation efficiencies (including a reduction of greenhouse gases); The development of innovative and cost-saving collection and transportation methods; and A fair and competitive process for selecting collectors in the Province of Saskatchewan.
